I have selected the Column Formatting command but I don’t see the floating dialog.

The dialog might be displayed off-screen in the Windows version, in which case there would be scroll bars shown at the bottom and/or right side of the application area that could be used to access it.
If that doesn’t help, you would need to quit KaleidaGraph and delete the KGPrefs file. This is a hidden file located in the \Users\(user)\AppData\Local\Synergy Software\KaleidaGraph5.0 directory. In the path above, (user) is the name of your user account.
You will need to turn on the setting in the Folder and Search options (under the Organize menu in the Windows Explorer window) to Show hidden files to access this location.
